- Rural communities have been identified as vulnerable to the negative impacts of globalisation, particularly in relation to changes in employment structure and opportunity (Alston 2002). Despite these negative trends there are creative examples of enterprising rural social work that seek to foster community agency and resiliency. One such example is the Two Bishops' Trust (TBT) Employment Project that operated in the Australian township of Muswellbrook from 2001 - 2003. The TBT Muswellbrook Project represented a unique employment service in terms of its private sector funding and its independence from government. The project embraced a social enterprise model of service delivery that combined employment-related social casework with micro-enterprise development. Drawing on the common threads outlined in Australian literature on rural social work, this paper discusses the TBT project, and in so doing, demonstrates the potential for a social development approach to social work practice - that is an approach that combines efforts to develop economic and social capital.
